Housing, Jobs and Environment: Strategic Development Plans for the Central Coast

The New South Wales Department of Planning, Housing and Infrastructure has released the draft Central Coast Strategic Conservation Plan (CCSCP) for public exhibition, from 30 September until 5:00 pm on 11 November 2025.

The CCSCP is an integral component of the broader Central Coast Regional Plan 2041 (CCRP) which is a comprehensive 20-year vision that guides the sustainable growth and development of the Central Coast Local Government Area (LGA).

The CCRP was updated in 2022 following a review that involved extensive community consultation and engagement with stakeholders.

The plan introduces a new framework for land categorisation including CCSCP precincts, certified urban capable land, and non-certified land.

Certified urban capable land: These areas, totalling approximately 1,862 hectares, will receive upfront biodiversity approvals from State and Federal authorities. Landowners wishing to develop will not be required to seek individual biodiversity permits, expediting the planning process.

Non-certified land: Covering roughly 1,207 hectares, these areas retain existing planning pathways. They remain in existing zones and are not earmarked for immediate development but may be reassessed in the future.

The plan includes identification of land suitable for immediate and future growth, areas warranting further investigation and land that is already zoned and serviced for new homes and employment precincts. Conversely, the program also highlights land unsuitable for development.

The CCSCP is designed to unlock new development opportunities in priority precincts such as Somersby, Greater Warnervale, and Greater Lake Munmorah.
