The Calga quarry commenced operation in the late 1960’s and is currently owned by Heidelberg Materials Australia Pty Ltd (HMA).
A Community Consultative Committee (CCC) has been in place under Departmental guidelines and provides a forum between the community and the company. The CCC is made up of four local community representatives, three company representatives (HMA), a ResourceCo representative and an independent Chairperson. Central Coast Council is still to nominate a representative.
The Calga Quarry CCC was paused when the quarry moved into a Care and Maintenance phase late in 2023 and is now in the process of being reconvened.
ResourceCo Pty Ltd has been engaged to manage the rehabilitation and will work in collaboration with HMA.
Current status is:
• There is on-going quarterly monitoring of noise, air quality and ground and surface water. No exceedances or non-compliances have been observed.
• No complaints were received via complaints register.
• Modification 5 under DA94-4-2004-Mod-5 was approved on the 4th May 2026 allowing
– a) transport more than 400,000 tonnes of quarry products per year from the site; or
– b) import more than 400,000 tonnes of Virgin Excavated Natural Material, Excavated Natural Material. (classified under the ENM Resource Recovery Order and Exemption 2014) or General or Specific Resource Recovery Order and Exemption material that is suitable for earthworks, engineering fill or similar applications for the purposes of rehabilitation.
– A combined total of no more than 400,000 tonnes of material (either quarry products or fill for use in rehabilitation) may be transported to or from the quarry site per year.
– The modification’s proposal aims to achieve the final landform during the progressive rehabilitation of the quarry.
• There will be a total of two (2) full-time employees at the site – operator and weighbridge/administration officer.
• Environmental monitoring continues to be conducted on site and will remain active for the entirety of the project.
• All incoming and outgoing heavy vehicles will need to be registered within both HMA and ResourceCo. Systems.
Under the current DA (DA94-4-2004-Mod-5) quarrying operations can continue until 1 July 2030.
ResourceCo runs a systematic acceptance procedure that ensures all material being imported is approved for tracking purposes.
There were concerns raised on auditing incoming material as there may be instances of non-compliant materials. It was confirmed that there are management strategies in place including site visits to starting destinations and random material testing for all areas in the Site (H1, H2, H3 & H4).
Final rehabilitation, including tree planting will be conducted by HMA and could take up to 10 or so years to complete, however, this also depends on market demands.
